In short: AI advertising means paid ads in AI surfaces like ChatGPT, Google AI Mode and AI Overviews, targeted on what the conversation is about instead of on keywords. ChatGPT Ads opened in Norway on 24 August 2026, initially through OpenAI's ads team and partners, with self-serve Ads Manager announced for later in the autumn. Google already shows ads in AI Overviews in several markets and is testing ads in AI Mode. What is AI advertising?
AI advertising means paid ads shown in or around AI-generated answers and conversations. Instead of buying keywords or audiences, you buy relevance to a conversation: The system understands what the user is trying to get done and shows the ad when the topic fits. The ads are clearly labelled and sit beside or below the AI answer, never inside it.
The surfaces fall into two families. The first is the pure conversation surfaces, ChatGPT by far the largest, with Copilot and Perplexity as smaller siblings, where the ad meets a user in dialogue with an adviser. The second is the AI layer in the search engines, first and foremost Google's AI Overviews and AI Mode, where the ads follow along as the results page becomes an AI answer. The craft differs a little between the families, but the principle is the same: The ad competes for a place in an answer surface, not in a list of links.

Why is this happening right now?
Because the users moved first, and the ad money always follows. ChatGPT passed 900 million weekly users in February 2026, and several sources reported one billion in August. At home, Statistics Norway showed already in 2025 that 54 percent of Norwegians between 16 and 79 had used generative AI tools within the past year, 80 percent among the youngest. At the same time, clicks fall where AI answers appear: Seer Interactive measured ad click rates in Google search dropping from 13 to 6 percent when an AI overview is shown. The timeline shows the speed. OpenAI started the US pilot on 9 February 2026, opened self-serve advertising there on 5 May, and launched in 31 European countries, including Norway, on 24 August. eMarketer estimated ad revenues reaching the equivalent of 100 million dollars a year within months. Google answered by rolling ads into AI Overviews through 2025 and testing ads in AI Mode. Where can you buy AI ads today?
The landscape moves quickly, so here is the status as of August 2026:

ChatGPT Ads is the only surface open in Norway now, and therefore the natural starting point. The ads are shown only to logged-in adult users on free and Go, while Plus, Pro, Business, Enterprise and Edu are ad-free. The base format is simple: Title up to 50 characters, description up to 100, a square image of at least 256 by 256 pixels and a landing page, plus product ads that pull price and ratings from a feed. Google's AI ads are not here yet, but they require no new platform when they arrive: The ads in AI Overviews are drawn from regular Search, Shopping and Performance Max campaigns, and are managed from the same Google Ads account you already have or should set up. Copilot and Perplexity matter mostly as signals of direction. Microsoft has shown ads in Copilot from the start, managed through Microsoft Advertising, and Perplexity has tested sponsored follow-up questions with selected brands since late 2024. Neither moves Norwegian budgets today, but they confirm the pattern: Every AI surface is building ad products, and the list will grow every quarter from here.
What is fundamentally new about AI ads?
Four things are genuinely different from the channels you already run, and they decide whether the budget delivers or evaporates.
1. Context replaces keywords
In ChatGPT Ads there are no keywords. You write context hints, free-text descriptions of which conversations and needs your ad is relevant for, typically 5 to 15 per ad group, and the system matches against what the conversation is about. Descriptions of the user's situation hit better than product categories. In Google's AI surfaces the logic is related: The system selects ads that fit the AI-generated answer, not just the original query, and you cannot buy a placement directly. Control moves from exact words to how well you have described and proven your relevance.
2. The conversation replaces the interruption
An ad in a feed interrupts what the user wanted to do. An ad in an AI answer sits inside an ongoing advisory session, and the rules of conversation apply: Concrete usefulness beats slogans, and messages that feel like a relevant answer to what the user is doing win over messages that shout. Recycled banner copy performs poorly here, and that is not a matter of taste, it is the mechanics of the format.
3. The intent is mid-decision
People use AI assistants to compare suppliers, weigh options and make choices, and the ad meets them in the middle of that process. That is later in the customer journey than a Google search, and far later than an ad in social media. The US experience points the same way: First Page Sage measured conversion rates from 0.2 to 5.8 percent depending on industry, with ChatGPT referrals converting better than other referral channels in every industry measured. The numbers are early and vary between sources, but the intent level is the structural explanation.
4. You do not see the conversations
In search advertising you can read the search terms report. ChatGPT Ads offers no equivalent insight into which conversations triggered your ad, and European privacy rules reinforce this: At launch the ads are not personalised, targeting uses the conversation topic, approximate location, device, time and language, and chat history is not used. That is how European privacy rules will shape these surfaces going forward, and it makes your own measurement more important than in any other channel, which is the next chapter.
How to measure AI ads across channels
The platform reports tell you what happened inside each channel, but your decisions require the channels to be comparable in your own numbers. The recipe is the one we use ourselves:
- Build a shared UTM taxonomy. Tag every ad link consistently, for example utm_source=chatgpt and utm_medium=paid for ChatGPT Ads, with the same pattern for Google and Meta. Then GA4 shows cost, quality and conversion side by side, independent of what the platforms report.
- Install the platforms' own tracking. OpenAI Pixel and the Conversions API for ChatGPT, the Google tag and conversion tracking with Consent Mode v2 for Google. Without it, the systems cannot optimise towards conversions, and you cannot move from click goals to conversion goals.
- Open your landing pages technically. OpenAI requires that landing pages do not block OAI-AdsBot and OAI-SearchBot, and the same measures that earn organic AI visibility apply here. If you have followed our guide on technical SEO for AI search, this is already in order.
- Give the channel its own goals and a learning period. Experienced advertisers treat the first 60 to 90 days as learning, with enough budget for the numbers to mean something. Judge the AI channels on cost per conversion and lead quality, not on clicks, and compare with established channels once the learning period is over.
Be honest about what you cannot measure too: Many who see an ad in ChatGPT search for the brand later instead of clicking, and that effect lands as organic or direct traffic. Watch brand searches and direct traffic while you test, otherwise you will systematically undervalue the channel.
Paid and organic AI visibility are two halves of the same job
The most important strategic point in the whole guide: The ads buy you a place in the conversation, but the answer itself is not for sale. OpenAI is explicit that the model's recommendations are not influenced by who advertises, and the same principle applies at Google. If you are not mentioned organically when someone asks for recommendations, the ad does not fix that, it stands next to an answer recommending your competitors.
That is why the layers work best together. Organic visibility builds the recommendation over time, the ad secures presence from day one, and the work overlaps more than people think: Same technical foundation, same demand for clear landing pages, same need for a consistent brand across the web. Getting started: A sensible order for Norwegian businesses
- Measure the organic baseline first. Before spending a krone, find out whether ChatGPT and the other models mention and recommend you today, and where your competitors stand. That is the baseline the ad effect should be measured against, and it is the measurement Synlig.ai does for our customers.
- Fix the foundation. A fast website, open AI crawlers, structured data and landing pages that answer. It lifts both organic visibility and ad delivery.
- Start in the channel that is open. ChatGPT Ads is currently bought through OpenAI's team and partners, and self-serve Ads Manager opens later in the autumn. - Set a test share, not a bet. A limited slice of the digital budget, typically 10 to 15 percent, is enough to learn at this stage. Scale when your own numbers say the channel delivers, not when the enthusiasm does.
- Re-measure and adjust. The AI surfaces change monthly. Track both the ad numbers and your organic visibility over time, and move budget to where the effect actually is.
The key takeaway
AI advertising is young enough that nobody has the full answer key, and mature enough that it is already moving customers. Norway is among the first countries in the world with access to ChatGPT Ads, competition is low, prices are early, and Google's variants will hit broadly when they roll out here. The window looks strikingly like search advertising around 2005: Those who learned the craft early paid less for their customers for years afterwards.
But the order matters. Paid placement without organic visibility is a lease with no equity, and organic visibility without paid presence lets competitors buy their way past you in the meantime.
