What is happening?

OpenAI confirmed on 18 August that ChatGPT Ads is expanding to Europe, launching Monday 24 August in 31 countries. Norway, Sweden and Denmark are explicitly named, alongside Germany, France, Spain, Italy and the Netherlands among others. It is the largest expansion of OpenAI's young advertising business so far, and the first time Norwegian businesses can buy their way into ChatGPT conversations.

The scale is hard to overstate. OpenAI's latest official figure was 900 million weekly users in February, and several sources reported ChatGPT passing one billion weekly users in August. At home, Statistics Norway's survey showed already in 2025 that 54 percent of Norwegians between 16 and 79 had used generative AI tools like ChatGPT within the past year, and among those between 16 and 24 the share was 80 percent. The channel now opening for advertising is not a niche. It is where your customers already are.

ChatGPT Ads differs from everything else you buy in digital advertising today, and the details are worth understanding:

What do we know from the US?

The US pilot started on 9 February 2026, and self-serve advertising opened there on 5 May. OpenAI itself says tens of thousands of advertisers have already used the channel, and the research firm eMarketer reported that ad revenues quickly reached a level equivalent to 100 million dollars a year. For a channel a few months old, that is remarkable speed.

The most interesting numbers are about how the ads perform. These are third-party figures with variation between sources, so read them as indications rather than facts:

Two things recur in reports from early advertisers: Conversion rates often sit well above other channels, and prices are still low because competition is limited. At the same time, results vary a lot between industries, so this is about testing properly, not about moving your whole budget tomorrow.

Why this changes digital marketing

People do not use ChatGPT as a search engine. They use it as an adviser. They ask for recommendations, compare suppliers and make buying decisions in the middle of the conversation. An ad that appears right there meets a completely different intent than a banner in a feed or an ad above the search results. The user is not on their way somewhere, the user is about to decide.

That is also why this is not Google Ads in new packaging. Context beats keywords: The model matches the ad to what the conversation is about, not to individual words in a search box. And the message has to fit into a conversation, not interrupt it. Ads that feel like relevant answers to what the user is actually doing will win. Ads that shout will lose. Those who learn this craft now, while competition is still low, build a lead that becomes expensive to catch later.

Google is already moving

Some will object that ChatGPT is still small in the advertising market compared to Google, and that is true. But the interesting thing is not today's size, it is the direction. Google itself has rolled out ads in and around AI Overviews in several markets through 2025, is testing ads in AI Mode with selected advertisers, and is piloting formats where retailers can present offers directly in AI answers. The race for the ad space in AI surfaces is fully underway, and with roughly 90 percent of the Norwegian search market, Google's variants will hit Norwegian advertisers with full force when they roll out here.

The conclusion is simple: AI advertising will not remain a curiosity in one app. It becomes standard across all the surfaces where your customers meet AI answers, from ChatGPT to Google AI Mode and AI Overviews. What should Norwegian businesses do now?

Norway is among the first countries in the world to get this channel, and Norwegian advertisers are historically slow to adopt new surfaces. That creates a rare window. Concretely:

  1. Map how visible you are in AI answers today. Before spending a krone on ads, you should know whether ChatGPT already mentions or recommends you organically, and where your competitors stand. That is the baseline for everything else.
  2. Register interest early. Until Ads Manager opens, buying goes through OpenAI's ads team and partners. The threshold is higher than it will be later, but that is also why competition is low right now.
  3. Prepare measurement. OpenAI Pixel and the Conversions API belong in the plans of anyone testing, so you can actually compare the channel with Google Ads and Meta from day one.
  4. Think conversation, not campaign copy. Messages that work in an advisory conversation are concrete, helpful and sharply matched to the need. Recycled banner copy will perform poorly.

Paid and organic AI visibility belong together

The most important strategic point last: The paid placement works best together with the organic one. An ad can buy you into the conversation, but it does not replace the models actually knowing and recommending your brand when someone asks for advice.
